Carlos E. Jimenez-Gomez is Principal Consultant and Digital Transformation Expert at the international division of the National Center for State Courts (NCSC). He is a practitioner with more than 30 years of experience in the public sector. He is internationally recognized for his expertise in digital government and digital transformation in public organizations. His consulting and research interests include digital and open justice, digital government interoperability, data science and artificial intelligence in government. He has worked in projects for governments and international organizations in Europe, Middle East, Africa, America, and Asia, having also participated in the elaboration of important policy documents, like the Ibero-American Interoperability Framework, officially signed by 21 countries in 2010. He was Vice-Dean of the Official Professional Association of Technical Computer Engineers of Catalonia (COETIC) in Barcelona, Spain.
Bridging theory and practice, he has taught in different universities and programs in the United States and Europe. He is currently advisor in the Data Science master studies at the UOC University, he has done applied research, he is an author of conference papers, articles and book chapters and he has edited a book. He has been invited as keynote speaker in international conferences and meetings. He is a Distinguished Lecturer of the IEEE Society on Social Implications of Technology, and he has been Distinguished Visitor of the IEEE Computer Society (IEEE CS).
IEEE Senior Member, member of the IEEE Computer Society and the Association for Computing Machinery, he is an active volunteer currently serving at the IEEE Computer Society Board of Governors (2019-2021 and 2022-2024 terms), participating also in different committees and initiatives on topics such as Artificial Intelligence. Previously, he served as IEEE CS MGAB Vice-Chair for STC, IEEE CS STC ExCom Chair, and he was a founding member and Chair of the IEEE CS STC on e-Government and the IEEE Technology Management Council Spain chapter, having also served in the IEEE Spain and IEEE Computer Society Spain committees. He received the IEEE CS Golden Core Award in 2020.
He has a MSc. in Data Science (UOC), a MA. in Information & Knowledge Society (UOC), and a BEng. in Computer Science (UNED).
